Anne Phillips, PhD

Anne leverages her background as an historian and professional planning experience to champion equitable approaches to transportation planning, public policy, and program management. Before founding Just Cities Collective, Anne served as a FUSE executive fellow at the City of Durham. As a FUSE fellow, Anne worked to introduce a job quality framework in Durham and improve the city’s equitable budgeting process. She also collaborated with the resident-led Racial Equity Commission to implement recommendations from the 2020 Durham Racial Equity Task Force Report.

During her time as a transportation planner for the City of Durham and the Durham-Chapel Hill-Carrboro Metropolitan Planning Organization, Anne leveraged federal funds, developed policies, and designed engagement strategies to create a more equitable transportation system for the Triangle region.

Anne was a 2022 National Association of City Transportation Officials (NACTO) Transportation Justice Fellow.
